Police are seeking the public’s help in identifying and locating a man wanted in connection with the theft of packages from downtown residences.

The middle–aged black male has been photographed taking packages from downtown houses, sometimes riding a bicycle while carrying packages. He sometimes wears a green jacket that appears to belong to a city employee, but investigators have determined he is not a city employee.

As many as eight reports have been filed of packages either being left for pickup by delivery services or those left at front doors by delivery services have disappeared. Downtown Precinct detectives suspect someone could be following delivery trucks and taking packages when no one answers the door immediately.

Detectives suggest residents who expect packages but don’t expect to be home when they are delivered to ask neighbors to take them in for safe keeping. They also suggest that packages not be left for pickup at residences.

Anyone with information on such thefts or the identity and/or location of the suspect is asked to call Crimestoppers at (912) 234–2020 or text CRIMES (274637). In the body type, include “CStop2020” plus the tip. Tipsters remain anonymous and may qualify for a cash reward.


• The 19–year–old man critically injured when a gun being handled by several men on West 53rd Street has died of his injuries. Rashamel Howard was transported to Memorial University Medical Center after the 10:51 a.m. shooting in the first block of West 53rd Street. Howard lived on the same block. Violent Crimes investigators said he was in the carport of a residence with other men who were handling a gun when it discharged.

• A Savannah man was listed in stable condition after being shot on the front porch of a West 44th Street house.

Rico Antonio Waters, 19, of an East 68th Street address, reported he was with other men on the porch of a house near Stevens Street when a black pickup truck with tinted windows drove by and someone began shooting at them.

One of the men on the porch returned the fire and the truck sped away. Waters was taken by private vehicle to Memorial University Medical Center.

U.S. Marshals arrested a Savannah couple in Charlottesville, VA, on robbery. Joseph Catjio Carter, 26, and Amelia Caresse Brierton, 27, were arrested by the U.S. Marshal Fugitive Task Force and are awaiting extradition to Savannah.

Police had taken warrants against the pair and a third man already in custody, Eric James Burton, 22, for the robbery and beating of a man in a southside motel Sept. 15. The victim said he was beaten and robbed in his hotel room.

Warrants for robbery by force, battery, aggravated battery and armed robbery were taken against Carter. Brierton was charged with being a party to the crime of robbery by force. Burton was arrested in Savannah and charges were upgraded to armed robbery.

Carter also is being charged in an Oct. 1 incident at Ferguson and Shipyard in which a 20–year–old man said he was forced into a car by a gunman who beat him and robbed him of $100.

Carter and Brierton have records with SCMPD going back as far as 2006.
